UNITED Nations Day, October 24, is coming, yet the organization's Secretary-General Kofi Annan admits it is "at a crossroads" and the future is unclear.

The problems began when the US started a war in Iraq without the UN's backing. Since then people have been asking whether the UN can really make the world a safer place.

The UN officially began on October 24, 1945, with the introduction of the UN Charter (联合国宪章). It was an agreement between 50 countries, led by China, France, the former Soviet Union, Britain and the US, to unite against Germany, Italy and Japan during World War II. Despite being a product of war, the Charter expressed the hopes of one world: peace, equality, justice, development and human rights. The UN now has 191 member states.

With the threat of nuclear war and many regional (地区的) conflicts to sort out, peace-keeping has become the UN's main responsibility. As of September 2001, 54 peace-keeping forces had been sent to the world's trouble spots. Peace has been achieved in many regions, saving millions of lives.

But the United Nations does far more than just peace-keeping. The UN Development Programme sets up projects for agriculture, industry, education and the environment in more than 170 countries and regions. The UN Children's Fund alone gives US$800 million a year to help young people receive food, health care and education.

As a result of the UN's work, fewer children are forced to become soldiers, African farmers can listen to the radio and people can rebuild their lives after years of war.

However, since the US became the world's only superpower in the early 1990s, many people feel the UN's role in keeping international peace has been weakened.

"America's disrespect of the UN role will throw the world into an endless dark tunnel," said Lebanese President Emile Lahoud after war broke out in Iraq.

Some countries have demanded the UN changes the way it is managed. The Security Council (安理会), for example, is made up of China, Russia, Britain, France and the US, with another 10 countries taking part in turn every two years. In this way, it is felt the UN favours the western nations over Africa, Latin America and Asia.

Japanese Foreign Minister Yoriko Kawaguchi said: "Unless things change, the UN's ability to deal with new challenges will be questioned."
