2. A。从文章第四段的首句 China began importing solid waste in 1980 because the country didn’t have enough raw materials (原材料) 可知,中国在1980年开始进口固体垃圾,是因为当时的中国没有足够的原材料。因此,A正确。
 
3. B。从文章第五段首句 However, importing this waste has brought more risks than benefits. 可知,however 一词有转折意义,上一段在说我们可以利用进口的垃圾取得原材料。那么下文这句就是在说不好的方面了,所以,与句中的风险一词 “risk相对的 benefits 就该指的是上文所说的好处。
