1. According to Kate Bradley, why do the British queue ?
British people like everything to be in perfect order, so being shouted at for skipping ahead of someone in a line is something that most Brits try to avoid.
2. When and why did the British obsession with queuing begin?
The obsession with queuing goes back to World War II. Due to the wartime rationing, people had to wait in line to get important goods in shops, particularly food. The government emphasized queuing to avoid trouble and disorder.
3. What will affect a Briton's willingness to stand patiently in line? 
There is probably only one factor that will affect a Briton’s willingness to stand patiently in line - the weather.
4. What will the British do if someone “jumps the queue”?
Most British will undoubtedly speak up and tell the queue jumper to get to the back of the line.

分析:in which(=where), 在此引导定语从句,修饰situations, which 指代situations, in which 即in the situation。
