What is CSE?
China’s Standards of English Language Ability
China’s Ministry of Education and the State Language Commission have jointly issued the country’s first evaluation scale for English language ability (CSE) at the beginning of 2018. As the first evaluation standard for Chinese English learners, CSE is oriented on the usage of English and pays more attention to the cultivation of English practical ability.

To further connect China’s foreign language assessment system with the rest of the world, CSE has been linked to TOEFL since Dec 11, 2019.

CSE level 7 equals a total score of 87 on the TOEFL test. In other words, TOEFL’s minimum overall score of 37 would equal CSE Level 4.

What does the article tell us about China’s English proficiency?
China’s English proficiency level is up to 40th out of 100 countries and regions, an increase of seven places.
In another ranking for English proficiency in Chinese cities, Shanghai took the top spot for the sixth year in a row, with Beijing, Hong Kong and Tianjin following closely behind.

What’s behind the Netherlands’ excellent English skills?
