Q1: What is the new regulation? 
People who hand in lost belongings will get 10 percent of the item’s value as a reward from public security authorities and the owners are encouraged to give the finder certain fees. 

Q2: How has the public reacted to the new regulation? 
People have different views and there have been heated debates about the regulation.

Possible version
In my opinion, the finder shouldn’t ask for money for his or her good deed. Honesty is a traditional virtue that we should carry on. Grateful words from the owner are far more valuable than financial rewards because they can bring lasting happiness. However, the government and local community should provide an appropriate reward, which could save the finder’s embarrassment and encourage good deeds. In this sense, I am in favor of Guangzhou’s new regulation to reward those who return lost property.
