Keeping campuses secure for minors (P2)

I. Lead-in What factors on campus do you think could affect the health and development of students?  
Ideally, what should a campus be like? An ideal school campus is… a safe and orderly place for students a place where we can study together and get rich knowledge  a paradise (乐园) where we grow up happily and have good memories …

II. Read for main idea  It’s about a draft regulation the Ministry of Education issued on the protection of minors at school on April 6.    

III. Read for structure   How can we divide the passage?
  

IV. Read for details   1. What kinds of behaviors are considered as bullying and included in the regulation?  Bullying now includes both language and physical behavior. For example:  laughing at someone  giving insulting nicknames  damaging others’ property  isolating classmates  spreading rumors  …    2. What should teachers do when seeing someone being bullied? And how should teachers treat their students?  Teachers should immediately stop students and report bullying to school authorities (权力机构).   Teachers should treat all students equally and not be allowed to treat students based on their family conditions or their parents’ jobs or educational background.   3. How should schools deal with students’ test scores according to the regulation?  Schools should not make students’ test scores known to others.   4. What does Lü Peifeng think of the draft regulation?  It has given more consideration to minors’ mental health.    V. Deep thinking  What else do you think we can do to better protect minors?

When Wang Junkai asked an officer about how minors could avoid school bullying during his visit to the SPP (最高人民检察院) last May, the officer presented him with the “NOT” principle:  “N is for no. To bravely say no to school bullying.   O is for off. Leave instantly.   T is for talk. Seek (寻求) help from adults and talk to parents or teachers.” 
Remember: If you’re being bullied, you are not alone. There is always someone to help you. 
VI. Read for more  China: China issued the draft regulation on April 6.  Search the internet for more details about it. 
How other countries address school bullying:  Norway: Schools are encouraged to take measures to intervene (干预措施) in cases of campus bullying.  The US: Schools train teachers how to deal with bullying and hand out materials and guides at the beginning of the school year. The students are also informed of the relevant rules.  Australia: The Australian government sets up support organizations and websites for school policies and teacher training guidance material.  Japan: Japan strengthens teachers’ training for dealing with bullying and increases the number of schools’ counselors to help students deal with problems.
